How does HVAC-R performance affect a vessel's IMO CII rating?

The Carbon Intensity Indicator (CII), mandatory under MARPOL Annex VI since 2023, is calculated from a vessel's total annual fuel consumption against its transport work, not from propulsion fuel alone. Auxiliary systems, and HVAC-R and chiller plants in particular, are a continuous background power draw. Performance drift in that system, such as refrigerant loss, unbalanced circuits, or poor chiller sequencing, raises fuel burn across every voyage of the reporting year, and every extra tonne of fuel burned pulls the CII rating in the wrong direction.

What happens if a vessel gets a poor CII rating?

A vessel rated D for three consecutive years, or E in a single year, is required under SEEMP Part III to submit a corrective action plan showing how it will reach at least a C rating.
